[Rpm-maint] [rpm-software-management/rpm] Use __builtin_cpu_supports in x86-64 CPU feature level detection (PR #2508)

I meant more like only use it if detected available. And if this whole thing relies on it, then perhaps we should only detect this newer variants if __builtin_cpu_supports() is available.
