[Rpm-maint] [rpm-software-management/rpm] Use __builtin_cpu_supports in x86-64 CPU feature level detection (PR #2508)

We don't have any officially supported (or unsupported) compilers other than the C99 requirement. gcc and clang are of course by far the most used ones, so if those are covered by just testing for the availability, these work for the platforms that matter most and everybody else maybe gets a slightly degraded experience but that's life.
