[Rpm-maint] [rpm-software-management/rpm] RFE: %{rpmversion} macro (Issue #2523)

A number of % signs to escape a literal % sign in the file list. RPM 4.17 and 4.18 needed 8 of them, 4.19 is sane and only needs 2.
