[Rpm-maint] [rpm-software-management/rpm] Disallow most control characters in at least %summary, %description and %changelog (Issue #2742)

We sanity check dependency tokens and EVRs fairly thoroughly these days, but free-form text we treat as free-form text, as long as it's utf-8 clean. And I do agree, allowing arbitrary control characters in these is not good.
