[Rpm-maint] [rpm-software-management/rpm] debuginfo packages lack licenses (Issue #2778)

All packages should either come with a license file or depend on a package that has, but debuginfo packages have neither. As this is a legal requirement I'm considering this a bug rather than RFE.

Adding hard dependencies to main packages has various unpleasant side-effects so this needs a  different solution.
