[Rpm-maint] [rpm-software-management/rpm] Give better error message when encountering read-only file systems (Issue #2782)

RPM will report `PACKAGE needs XX MB more space on the /XXX filesystem` if the files system is read only no matter how much "free" space there is on the system. This is confusing and RPM should actually give a hint to the user that the issue is that the file system is not writable.
