[Rpm-maint] [rpm-software-management/rpm] Use unsigned integers for the header offset too (Issue #2385)

The remaining signed integer in the header land is the offset because negative offsets are used to track regions, renaming the ticket accordingly. This is trickier than the other related cleanups.
