Yeah I was a bit surprised too a duplicate tag is only a warning. It's probably one of the many cases where people have been abusing the behavior for something so long that we first introduced it as a warning with the intention of changing it to an error later. Probably many many years ago :sweat_smile: 

Anyway, I think this is good to go now. We wont be discovering potential new breakage by having it sit in a PR either.
