[Rpm-maint] [rpm-software-management/rpm] 4.18.99: rpmbuild no longer recognises shell globs in %files?🤔 (Issue #2649)

OK so it may mean that my patch fixes only install target in case of use off-source-tree build and because python module was installed in wrong location (on building rpm 4.17.0) stil something else around.

Other thing is  that even with broken %_arch "%{_arch}" string was used in path name and it did not affected collection %files and forming binary rpm packages.
