[Rpm-maint] [rpm-software-management/rpm] fix install rpmrc, platform and macros files with off-source-tree build (PR #2651)

CMake sets the current working directory to the respective build directory automatically. I'm not sure how being explicit here would help or fix anything. We use such relative filenames everywhere in our CMake configuration. Most of us also use out-of-source builds on a daily basis without any problems.
