[Rpm-maint] [rpm-software-management/rpm] %_sharedstatedir bad value in macros (%{_prefix}/com instead of /var/lib (Issue #2092)

%_sharedstatedir defaults to `%_prefix/com` because configure.ac defaults to `--sharedstatedir='${prefix}/com`, it's that simple.
