[Rpm-maint] [rpm-software-management/rpm] RFE: short-circuit to %check phase (Issue #3015)

We can `--short-circuit` to almost any phase. But we cannot short circuit directly to `%check` phase.

This should be trivial to implement and would allow to implement isolation of `%check` phase in Mock
