One example of this need came up in https://bugzilla.redhat.com/show_bug.cgi?id=2299818 - a spec was defining %builddir macro for its own purposes, and now that rpm >= 4.20 sets and relies on it for different purpose, and obviously stuff breaks. 

I'm not sure read-only is the best way to describe the case, non-stackable is another term that comes to mind. Things like %builddir seem more like "system macros" where rpm should have the last word to avoid breakage due to user configuration, but dunno, that raises its own issues. Just being able to warn on redefinition on select macros would go a long way.
