[Rpm-maint] [rpm-software-management/rpm] %prep working directory different when using --build-in-place in Fedora 40 vs Fedora Rawhide (Issue #3208)

Had a look at doing something fancier here, and quickly came to the conclusion that it's not something we can get into just now. So lets go with the simple "skip %prep" logic, it's at least in the right direction if we want to make the mechanism more elaborate/replaceable later since people can now drop --noprep with --build-in-place.
