[Rpm-maint] [rpm-software-management/rpm] Enhance the recoverability and location of database exceptions (Issue #2828)

Backing up the database is not a perfect solution, but I've been plagued by corrupted databases that I can't locate for a long time, and the only solution I can think of is to back up the database. It would also be nice if there was some other way to deal with possible database issues or something to reduce the probability of problems.
