[Rpm-maint] [rpm-software-management/rpm] Reproducible builds improvements (Issue #2894)

We have `%_buildhost` macro which seems like it should be paired with `%_buildtime` so adding that seems to make sense, but I guess the latter is missing because you can set it with SOURCE_DATE_EPOCH if you care. I'd totally fine with adding `%_buildtime` override if that means tossing the `?use_source_date_epoch_as_buildtime` overboard, the tangle of these switches doesn't make a whole lot of sense to me as it is.

`%clamp_mtime_to_buildtime` seems sensible to me, at least if it replaces `%clamp_mtime_to_source_date_epoch`. If you care about source_date_epoch, then you'll surely set buildtime to it, right?
