Yup, this is a known issue, see https://github.com/rpm-software-management/rpm/issues/2355.

The thing is, even if this would be possible to work around, we don't want to have any such filesystem-specific code in RPM.

Now, thinking about it more, this might in fact be something to handle in an RPM plugin.
