[Rpm-maint] [rpm-software-management/rpm] Arguments are not propagated into global lua macro (Issue #2910)

%global expands it's the macro body at the time of definition rather than at the time of use, so it cannot possibly work for the function-like parametric macros.

I do agree it should raise an error, thanks for reporting.
