[Rpm-maint] [rpm-software-management/rpm] When using rpm-sequoia, use pgpPubkeyMerge. (PR #3202)

Fresh back from vacation as of yesterday...

There was a tiny memory leak from pre-existing code causing the tests to fail now that it actually got exercised with rpm-sequoia 1.7. I created a separate #3220 for testing it in case there was something else that needed tweaking but one missing free() was all there was. Fixed, and this merged via #3220 now.
