[Rpm-maint] [rpm-software-management/rpm] RFE: add a test for cpack RPM generator (Issue #3138)

We discovered that cpack relies on --buildroot to do it's business, functionality which was broken by sudden --buildroot removal in 9d35c8df497534e1fbd806a4dc78802bcf35d7cb:

We should add a (minimal) test-case for cpack RPM generator to ensure it doesn't happen again.
