[Rpm-maint] [rpm-software-management/rpm] "make snapshot" version doesn't update per git commit (Issue #3167)

This is a case of our tarball rules operating on one level above where they should: cmake is not a build system but a build system generator, and our calculated versions end up in the Makefile whereas it should always be calculated inside make. And so, "make snapshot" doesn't update the number as it should. The same goes for the dist tarball too, but it's less of an issue as the version rarely changes.
