What about all the other formats, do we know they carry timezone information? If there's one, there's usually more.

Setting environment in the command itself doesn't really cut it, suddenly it's no longer a simple path to a command but something else as well. Add a flag to the struct for the no timezone case and handle the environment setting in the code for the types where relevant.
