[Rpm-maint] [rpm-software-management/rpm] Pass TZ=UTC to zip in rpmuncompress (PR #3170)

Turns out `rpmuncompress` does extract zip files even when not passing `--extract`. Is this intentional or should this code path reject extract-able formats?
