[Rpm-maint] [rpm-software-management/rpm] Another attempt at restoring + sanitizing --build-in-place (PR #3133)

One ugly/weird caveat/wrinkle with this is that since all --build-in-place is now done (somewhat unintuitively) with %{buildsubdir} defined, debug packages are enabled for all non-noarch packages, and differs from normally built packages where you need to call %setup or set %{buildsubdir} manually to enable debuginfo.
