[Rpm-maint] [rpm-software-management/rpm] %global macros cannot be parametric, should raise an error (Issue #2910)

On a second thought...

One *can* escape all the macro expansions in a %global body to make it behave like a %define, except for the scope. So making it an error would make it impossible to define a parametric macro from inside another, which is probably a rare case to begin with, but maybe documenting it is more useful than denying.
