[Rpm-maint] [rpm-software-management/rpm] debugsourcefiles.list is empty since rpm 4.19.91 (Issue #3136)

Only seems to happen when building with `-O0`. If i use `-Og` as the optimization level, the build succeeds. Maybe this is a bug in debugedit?
