[Rpm-maint] [rpm-software-management/rpm] Default to v6 package format (Issue #3455)

Seems pretty obvious but it needs to actually happen at some point :sweat_smile: 

The format change itself should be just a one-liner changing %_rpmfilever to 6, but there's plenty to do on the test-suite side: update implicit v4 to explicit where necessary (we'll still need to test for v4 generation) etc.
