[Rpm-maint] [rpm-software-management/rpm] Refuse to create transaction elements from headers with no RPMTAG_ARCH (Issue #3344)

This ticket was filed while were planning to entirely eliminate the rpmdb keystore from 6.0 already, but since that changed...

Just dropping the conditional as the PR does will also prevent people from uninstalling pre-existing gpg-pubkey packages via traditional means. I'm not sure what to think about that - on one hand it seems okay because you can't install them through the regular means either, but it'll break all manner of documentation and usages if that's the case.
