[Rpm-maint] [rpm-software-management/rpm] Add keyring iterator API for accessing the keys in rpmKeyring (Issue #3337)

* Add a simple iterator
* Support ref counting
* Support locking for thread safety
* Return only primary keys in normal operation
* Prepare for returning all keys - but don't add the API while it isn't needed
