[Rpm-maint] [rpm-software-management/rpm] Make rpmkeys --delete use keystore API instead of gpg-pubkeys (Issue #3339)

- rpmkeys --delete uses rpmtxnDeletePubkey() API
- both fs and rpmdb keystores are tested
