[Rpm-maint] [rpm-software-management/rpm] Migrate keystores to operate by fingerprint instead of short keyid (PR #3390)

Details in commit messages and the ticket, but in short: 
- use fingerprint for differentiating keys in the keystore
- load all keys whether short keyid or fingerprint (needed for migration period)
- migrate from short keyid to fingerprint on --import
