[Rpm-maint] [rpm-software-management/rpm] Migrate keystores to operate by fingerprint instead of short keyid (PR #3390)

FWIW, going forward I'm planning on making the keystore APIs accept rpmPubkey's instead of headers and whatnot, but I don't want to pile up that work into this PR. Just wanting to get the keyid -> fingerprint transition out of the way first.
