That was precisely the issue - rpm used to store keys based on their short key ID previously, and so attempting to delete such keys using the *full* fingerprint with `rpmkeys --delete` failed, which is what this PR fixes.

Yep, we'll probably do a Fedora update for this in the coming days as it seems to be affecting more than we initially thought. Thanks for bringing it up!
