[Rpm-maint] [rpm-software-management/rpm] Extend dbus-announce plugin (PR #3532)

At least on the current Fedora rawhide, `dnf repoquery what-requires rpm-plugin-dbus-announce` returns nothing apart of the package itself, thus it could be fine to change the D-Bus API (signal handler signature), but if you'd like to preserve the backward compatibility, then I can change the code to introduce two new signals, say something like `StartTransactionDetails` and `EndTransactionDetails`, instead of changing the existing signals.
