Okay, this is not going to happen in 6.0.
There's just too much other software hardcoding the gpg-pubkey stuff. Unsurprisingly, really, given that's the way rpm has handled pubkeys for 20+ years. And we can't very well tell people to not do that because we lack any alternatives in older releases. Starting with 6.0 we can start pushing people towards the keyring API instead, and once *that* has happened we're free to change things on the rpm side.
We can still consider deprecating gpg-pubkey's in 6.0 but actually dropping them is somewhere far out in the horizon.
