[Rpm-maint] [rpm-software-management/rpm] Files in %_docdir are not passed to dependency generators (#1297)

I could've sworn I had replied to this but apparently I've commented on this so many times in different places over the years that apparently I've gotten confused. Sorry about that.

So just for the record, I don't like the global exclude either - because it's global, nothing and nobody at all dares to touch it, so it's not as configurable as it seems, in fact it's not configurable at all.

An explicit opt-in to process %doc dependencies like @hroncok 's suggestion in https://github.com/rpm-software-management/rpm/issues/713#issuecomment-652366245 seems like a much nicer way to handle it, and might even be reasonably implementable.
