[Rpm-maint] [rpm-software-management/rpm] Generate release tarballs via GitHub Actions (PR #3576)

I'd like to see rudimentary documentation on how to actually trigger this machinery, for example `gh release ..`, assuming that's how it's supposed to be used. Think of the person who needs to cut a release to fill in a sick-leave or so.

That probably belongs to release_maintaince.md, but whether release_maintenance.md belongs to rpm-web or this repo - I'm starting to think the latter.
