[Rpm-maint] [rpm-software-management/rpm] Generate release tarballs via GitHub Actions (PR #3576)

After pondering it some more: lets keep the release maintenance stuff on rpm-web side, because otherwise it'll become a part of our release tarballs and that seems a bit strange. So lets just merge this the way it is, with an understanding that it'll be documented on rpm-web side.
