[Rpm-maint] [rpm-software-management/rpm] Enable enforcing signature checking by default (PR #3577)

This is all about tediously revising various tests to avoid certain assumptions, and the rest is updating test results to match the new expectations. Some --nosignature disablers added on tests where we know it's unsigned and the extra output from signature checking is not relevant for the tests.
