Here's the corresponding rpm-web PR: https://github.com/rpm-software-management/rpm-web/pull/58. The last commit in that PR is the most relevant one, the previous ones are just "refactoring".

I've also renamed the workflow file in this PR to `artifacts.yml` so that we can have an actual `release.yml` later for automating the creation of GH releases.
