[Rpm-maint] [rpm-software-management/rpm] Default to v6 package format (Issue #3455)

Pushing this back at least to beta: alpha will be the first opportunity for developers to see a live v6 package, kick tyres and such. It doesn't mean it's 100% finished and ready at that point, and even less that it should be the default.

I'm starting to wonder if we should just skip 6.0 with v4 as the default format still. We want everybody to be able to easily update to 6.0, changing package formats in distros and all is an entirely different question because there's the huge ecosystem of stuff with hardcoded assumptions about all sorts of minute details like md5 sum being there whether anything actually uses it or not...
