[Rpm-maint] [rpm-software-management/rpm] RPM won't create a subpackage when there is no %files section (Issue #3584)

This is actually long-standing, intended behavior that loads of packages rely on, so we can't really change that.
What we do need to do though is document it, finally.

There's might be something else we could do to make meta-packages saner though, like an explicit "Metapackage: true" tag that turns on stuff like package generation without %files, and erroring if %files section is provided. I feel there might be something else in that direction as well 🤔
