[Rpm-maint] [rpm-software-management/rpm] Update sq cli to 1.x (Issue #3506)

I'm not sure what those RPM macros are used for, but updating them to be compatible with latest sq will be necessary independent of RHEL 10 - Fedora ships sq 1.x too.
