[Rpm-maint] [rpm-software-management/rpm] Update sudo/PAM configuration for Ubuntu 24.04 in test-suite (Issue #3513)

GH runners [are now using](https://github.com/actions/runner-images/issues/10636) Ubuntu 24.04 and there we're getting failures in our tests using sudo:

    sudo: PAM account management error: Authentication service cannot retrieve authentication info 
    sudo: a password is required

A config tweak is needed (to be figured out).
