[Rpm-maint] [rpm-software-management/rpm] Add support for RPMKEYRING_MERGE (PR #3526)

I was just about to add a comment on exactly the same thing: the newly added MERGE looks like the DRT (do the right thing) op here,  making ADD and REPLACE something the average API user shouldn't be really be using. It's a lot like rpm install/upgrade modes where plain install is almost never the right thing to do, and people should use upgrade instead for installing new packages too.

So maybe this new MERGE mode should really be ADD because that's what people are likely to be driven towards, and find a more specific name for the former ADD operation :thinking:
