[Rpm-maint] [rpm-software-management/rpm] Macro %CHANGELOGTEXT - duplicated output (Issue #3528)

Hi,

`rpm -q --qf '%{CHANGELOGTEXT}\n' --specfile <path_to_specfile>`

produces duplicated output.

It occurs in Fedora 41 - _rpm-4.20.0-1.fc41.x86_64_
In older rpm releases in Fedora 40 it is OK _rpm-4.19.1.1-1.fc40.x86_64_

Tested on specfile like 
https://src.fedoraproject.org/rpms/fedpkg/blob/rawhide/f/fedpkg.spec

Originally, this issue was opened for fedpkg:
https://bugzilla.redhat.com/show_bug.cgi?id=2310713 and https://pagure.io/fedpkg/issue/581
but `fedpkg clog` executes directly `rpm` and it further processes content which is duplicated or not through `rpm` versions.

Is it a planned change of behaviour or might it be a bug?
