[Rpm-maint] [rpm-software-management/rpm] Add support for RPMKEYRING_MERGE (PR #3526)

Okay so there doesn't seem to be any obvious/strong use-case for the existing ADD/REPLACE semantics. Since this is a new API in 6.0:

Lets turn MERGE into a "do the right thing" version of ADD instead, leaving just ADD and DEL. IFF it turns out we need something with more specific semantics afterall, we can add them (back) later. Adding is easy, removing is much much harder.
