[Rpm-maint] [rpm-software-management/rpm] Move to C++20 (Issue #3518)

Okay, after sleeping over it and talking with the team: we shall bump it to c++20 ASAP, short of catastrophic failure.

The backporting pain is something I hadn't even considered, but it's certainly real, and we have enough of that fun already at the C/C++ boundary. C++20 is the version we always really wanted anyhow, just seemed too new on initial assessment, but in reality eg RHEL-9 has gcc-11 already which has wide coverage of c++20, certainly everything *we* care about for at this stage.
