[Rpm-maint] [rpm-software-management/rpm] Check not configured keystore backends for keys (PR #3539)

The problem with the PR now is that it's adding two new things, neither of which is used or tested in any way.
The name thing is internal only and harmless enough, but an untested public API is not. Probably the easiest way to test is just add Python bindings to it and then test that, which is our common excuse for unit tests.
