[Rpm-maint] [rpm-software-management/rpm] Support OpenPGP v6 signature pre-salting (PR #3848)

This has the necessary rpm-side bits to support v6 signature verification with the aid of rpm-sequoia + https://github.com/rpm-software-management/rpm-sequoia/pull/92

Draft for now as there's no rpm-sequoia release that we can use in CI.
